    If he licensed the image, the first image isn’t TECHNICALLY theft … it’s a violation of the ToS of most stock sites and deceptive advertising / fraud but not the the usual type of theft covered here … I know: splitting hairs / arguing semantics.

    More fool him for infringing English sites- there’s a simple small claims process for copyright here now and he has no defence. At least this may cost him a few thousand if his victims take him on.
